January 2007 the Clark County economy peaked with the Las Vegas real estate bubble and began a rapid decline. Also in January 2007 Cahill was sworn into his first term as Clark County Nevada Public Administrator.
Cahill has managed the Office of Public Administrator through the toughest economic times since the early 1980's. Budget cuts, staff layoffs, reductions in hours for the CCPA field Investigators, elemination of overtime, and the resulting changes in operations remain a challenge for CCPA operations.
Cahill cut services back to the manditory requirements of NRS 253 and those estates under the orders of the Probate Court. Those changes have allowed the officer to operate routine and required services within the budget approved by the Clark County Board of Commissioners.
